"scopes" are a way to limit the search space, and to reduce cognitive load. Some scopes make all child items available from the "root search", but some, like users or plugin repo, do not. Because they might contain tens of thousands of items.
If you select a scope with enter/click, you will then only see children of that scope.
I suggest you check the three docs at commandui.com/manual, just in case there is some other basic misunderstandings. I know the UI sometimes sends people down the wrong path.
